Dorcas Owinoh is a technology ecosystem builder and Co-founder and Executive Director of LakeHub Foundation, where she leads strategy, partnerships, and innovation programs that expand digital opportunity across Kenya. She also oversees a world-class, tuition-free software engineering academy created through a public-private partnership with the County Government of Kisumu and global 01 Talent. Under her leadership, the program has grown into a leading pipeline for in-demand tech talent, with apprentices contributing to AI, fintech, agriculture, and digital public infrastructure projects. Dorcas’ work focuses on governance, equity, and the future of digital communities designing models that enable youth and women to participate meaningfully in Africa’s innovation economy.
